Project Description
The Elk Street reconstruction design commenced in 2021. Elk Street is in close proximity to schools, community spaces and ongoing development. The reconstruction of Elk Street provides the ideal opportunity to provide active transportation options to all residents for the foreseeable future and to incorporate modern civil engineering design practices into the design.
The optimal cross-section for the Elk Street design was found to be a multi-use path on the north side, two driving lanes, and a parking lane and sidewalk on the south side of the road (see Figure 1). The proposed cross-section provides many benefits to both the residents in the area and the community as a whole.


The scope for this project generally includes the following:
- Replacement of approximately 1,250 metres of sanitary sewers;
- Replacement of approximately 1,185 metres of storm sewer;
- Replacement of approximately 1,310 metres of watermain and appurtenances;
- Reconstruction of the existing roadway, curb and gutter and sidewalk;
- Multi-use asphalt pathway in north boulevard;
- PXO crossings at Queen St and Victoria St;
- Line markings and Signage;
- Grading and restoration.
The project has been split into 2 phases to minimize the disruption to residents and provide vehicular detour routes around the site (see Figure 2).
Phase 1 of the project is from Talbot Street South to Victoria Street South. Phase 1 substantial completion is July 2, 2025.
Phase 2 of the project is from John Street South to Victoria Street South. The ultimate project completion date for the project is October 31, 2025.
