Town of Aylmer Accessibility Plan

Our Commitment

The Town of Aylmer strives at all times to provide its goods and services in a way that respects the dignity and independence of all people. The Town of Aylmer is also committed to giving people with disabilities the same opportunity to access our goods and services and allowing them to benefit from the same services, in the same place and in a similar way as other customers.

Accessibility Training

The intent of the training requirement under the Integrated Accessibility Standards Regulation and the Ontario Human Rights Code is that all organizations train employees, volunteers, all those who participate in developing the organization's policies; defined as managers, senior leaders, boards of directors, business owners and independent operating regulated professionals, and all others who provide goods or services on behalf of the Town about the legislated requirements.

The Town's training program is provided below and can be obtained through HR in other formats. Included in the program are two sign off sheets that must be completed and returned to HR. This program is designed so that it can be completed individually or in a group setting.

In addition to training requirements for employees and volunteers and in accordance with the Ontario Regulation 429/07, Accessibility Standards for Customer Service and Ontario Regulation 191/11, the Integrated Accessibility Standards Regulation, the Town of Aylmer is required to train all third parties or persons who provide goods, services or facilities on behalf of the organization.

Contracted employees, third party employees, agents and others who deal with members of the public on behalf of the Town of Aylmer must meet requirements of Ontario Regulation 429/07 and Ontario Regulation 191/11 with regard to training.

The Integrated Accessibility Standards Regulation (O. Reg 191/11) was updated in July 2016 by the Province of Ontario.
The training module below was specifically developed for volunteers of the Town of Aylmer related to these updates.

Multi-Year Plan

The Town has adopted a Multi-Year Accessibility Plan that outlines the Town's progress with accessibility implementation and to prevent and remove barriers and meet requirements under the AODA. The Town of Aylmer is committed to provide an inclusive workplace, environment and community.

Annual Accessibility Status Report

The annual accessibility report provides Town of Aylmer Council an update regarding the Town's Multi-year Plan. The plan provided a strategy to meet legislative requirements to prevent and remove barriers in our municipality and provided a plan to meet the phased-in requirements under the AODA.

The report outlines the accessibility initiatives completed in 2019 to implement the plan. In addition, this report serves to provide an awareness with the public regarding the progress the Town of Aylmer has made for meeting the requirements of the legislation.

Compliance Requirements

Under the Accessibility for Ontarians with Disabilities Act, 2005, Ontario Regulation 191/11 the Town of Aylmer is considered a broader public sector employer with employees in excess of 50 (includes full time, part time, casual
and seasonal). There are several requirements under the regulations that will be phased in over several years. In 2009 we were to have completed the Customer Service Standard. In 2013 we are required to complete workplace emergency response information, accessibilities policies, multi-year accessibility plans, procuring or acquiring goods, services or facilities requirements, self-serve kiosk
requirements (not applicable as none are owned), emergency information requirements, duties of Municipalities for accessible taxicabs and duties of Municipalities for taxicabs.

Procurement of Goods and Services

In keeping with Ontario Regulation 191/11 Integrated Accessibility Standards, General Requirements, The Town of Aylmer is committed to incorporating accessibility criteria and features when procuring or acquiring goods, services, or facilities. Accessibility criteria shall be considered when developing the design specifications for the procurement of any goods, services or facilities. When it is not practicable to do so, the Town shall document and provide an explanation, upon request.

Notice of Disruption of Service

In the event of a planned or unexpected disruption of services usually used by people with disabilities, the Town of Aylmer will provide customers with a notice posted in a conspicuous place on the affected premises. The notice will include information about the reason for the disruption, its anticipated duration, and a description of alternative facilities or services, if available.
