Policy Update Proof of Vaccination – EECC

As of September 22, 2021, the Ontario government requires patrons to be fully vaccinated and provide proof of their vaccination status and proof of identification to enter certain businesses and organizations, with a focus on higher-risk indoor public settings.

To enter the East Elgin Community Centre or rental rooms provided through the Town of Aylmer:

  • The patron must provide proof of being fully vaccinated and proof of identification at the point of entry.
  • Screening and entry staff must review and confirm the proof.
  • Other public health and workplace safety measures will still apply, including masking and active COVID-19 screening.

Examples of identification documents to confirm the proof of identity include:

  • Birth Certificate
  • Citizenship Card
  • Driver’s Licence
  • Government (Ontario or other) issued identification card, including Health Card
  • Indian Status Card / Indigenous Membership Card
  • Passport
  • Permanent Resident Card

Everyone entering the facilities is required to complete COVID-19 active screening and must wear a face mask or face covering as set out for in Provincial regulations.

Patrons include players, participants, coaching staff, team staff, parent/guardian supervisors, spectators, volunteers, and officials.

By law, anyone accompanying the athlete as a spectator or guardian must show proof of vaccination and proof of identity if they are 12 years of age or older.

A person is fully vaccinated against COVID-19 if, they have received,
-The full series of a COVID-19 vaccine authorized by Health Canada, or any combination of such vaccines
-One or two doses of a COVID-19 vaccine not authorized by Health Canada, followed by one dose of a COVID-19 mRNA vaccine authorized by Health Canada
-Three doses of a COVID-19 vaccine not authorized by Health Canada; and
-They received their final dose of the COVID-19 vaccine at least 14 days before providing proof of being fully vaccinated

If a patron makes the decision to not provide the proof required in this policy along with identification, they will not be permitted to enter the facility.

For the safety of staff and other facility users those that are denied access to the EECC may be asked to leave the property. Staff may take measures they deem appropriate such as requesting the Police to escort an individual off the property.

In addition to the above, in the case of an adult that refuses to provide adequate proof as required by this policy, they along with any minor in their company may be denied entry to the building based upon concerns that the adult may act in a disruptive manner at while waiting for the minor to exit the building.

Repetitive behaviours by the same individuals will not be tolerated and can result in bans from the EECC lands of up to one month at the discretion of staff. Repetitive behaviours include:

i) Arguing with staff upon more than one occasion;
ii) Creating a disruptive environment for other users;
iii) Be rude or offensive towards staff, other users or members of the public;
iv) Blocking access to the parking lot or entrance way.

Exemptions:

In settings where proof of vaccination is required, patrons do not need to prove they are fully vaccinated in the following circumstances:

Individuals under a certain age:
• Children under the age of 12.
• Patrons under 18 years of age who are entering the indoor premises of a facility used for sports and recreational facilities solely for the purpose of actively participating in an organized sport, in accordance with Ministry of Health guidance.

Note: Spectators that are above the age of 12 are required to be fully vaccinated and provide proof of their vaccination status and proof of identification to be permitted entry.

Patrons with a written document by a physician or a nurse practitioner, stating that they are exempt for a medical reason from being fully vaccinated against COVID-19 and the effective time period:

• Must present identification and a written document.
