Notice of Study Commencement – Development of Industrial Park Municipal Class Environmental Assessment Study
Reasons for Initiating the Study
The Town of Aylmer encourages development of employment lands to provide jobs for its residents; to stimulate local economic growth; and to have balanced taxation in the municipality. As part of its economic development plan, the Town have acquired 65.34 acres of land located in the northwest corner of the municipality. The lands are designated “Employment” in the Official Plan which is consistent with the existing land use along the eastern boundary. The lands are in agricultural use and have not been serviced with roads, sewers, water or other required infrastructure. In order to service the lands, a Class Environmental Assessment is required.
The Study
The Study will include a review of development constraints, such as environmental and archaeological findings. Geotechnical investigations will be completed and the land will be surveyed to investigate drainage alternatives. Conceptual road patterns and lot layouts will be developed.
The development of the subject lands also presents an opportunity to consider the routing of the Skinner Drain. It currently flows through the property, draining eastward and eventually winding south through built up areas. Access to the Drain is restricted in these downstream areas which makes it difficult and expensive to maintain. There is potential to reroute it through the development lands in order to improve its accessibility.
The Process
This study is being carried out in accordance with the requirements of a Schedule “B” undertaking as outlined in the Municipal Engineers Association Municipal Class Environmental Assessment document (2000, as amended in 2007, 2011, and 2015). A key component of the study will be consultation with interested stakeholders (public and agencies), as well as indigenous communities.
This notice is intended to inform residents of Aylmer that the Town is initiating the study. A future Notice will be provided to inform residents of the scheduling of a Public Information Centre later this year where further information related to the study, including alternatives, will be available for input and comment. Notification for the date, location and time of the upcoming Public Information Centre will be posted on the Town’s website and will be published in the local newspaper.
