Development Activity Year End Update 2023

The Building, Engineering and Planning and Development departments for the Town of Aylmer have collaborated to prepare a report for Council to provide a development activity update for 2023. The report was presented at the January 10, 2024 Regular Meeting of Council.

Summary of Building Department Activity

  • 85 building permits issued in 2023
  • 9 new single family homes
  • 1 semi-detached home
  • 7 additional residential units
  • Work has commenced in the townhouse complex at 335 John Street South
  • Demolition of the main building affected by the downtown fire now complete

Summary of Planning and Development Department Activity

  • Cottonwood Subdivision
    – Phase 2 – residential dwellings currently being constructed under individual building permits
    – Phase 3 – draft plan of subdivision and zoning by-law amendment approved by the County of Elgin and the Town of Aylmer for medium density semi-detached dwellings
  • Willow Run Subdivision
    – Pre-graded and ready for servicing and construction of: 55 single detached residential lots, 8 semi-detached lots, 13 townhouse residential lots, 44-unit vacant land condominium community, 9.87ha of dedicated parkland
  • Centennial Estates Subdivision
    – Phase 2, Stage B – 33 single detached residential lots, extension of Rebecca Drive and Alexander Drive, fully service with municipal services and utilities, paved with base asphalt and ready for the issuance of individual building permits
  • AIM Park
    – 14 lots/blocks of varying sizes to be fully serviced
    – Extension of White Street and south access off Elm Street through new road “Aim Park Way”
    – Project awarded to New Day Excavating for excavation/grading
    – Stormwater management pond, watermain and sanitary connection to Willow Run under CN Rail
    – Grant funding from the Site Readiness Program from the Ministry of Economic Development, Job Creation and Trade for AIM Park
  • 335 John Street South
    – 34 unit townhouse condominium site
    – Site constructed and serviced
    – Condominiums currently being built under individual building permits
  • 85 Forest Street
    – 18-unit condominium site
    – Site constructed and serviced
    – Condominiums currently being built under individual building permits
  • 25 Progress Drive
    – Site plan agreement to permit a drive-thru restaurant (Dairy Queen) and parking lot
    – Site serviced and site features/building is 90% complete
  • 45 Progress Drive
    – Site plan agreement for a proposed lumber yard and addition to existing Home Hardware retail building
    – Lot grading, stormwater management, lighting and site work design has commenced
    – Construction is 75% complete
  • 50 Beech Street
    – Site plan agreement for an industrial building addition and parking expansion
    – Lot grading, stormwater management and site work design has commenced
    – Construction is 50% complete
  • 79 Beech Street
    – Site plan agreement for a new industrial/commercial building
    – Lot grading, stormwater management, and parking lot has commenced
    – Construction is 75% complete
  • 249 John Street South
    – Official plan amendment and zoning by-law amendment to rezone the property to permit a 14 unit residential townhouse development
  • 431 John Street South
    – Zoning by-law amendment to rezone the property to permit 76 two-storey residential townhouse units
  • 210 Caverly Road
    – Zoning by-law amendment to rezone the property to permit the severance of residential parcel into two residential parcels
  • Minor Variances: 50 Murray Street, 44 Beech Street West, 14 Willow Drive
  • Pre-Consultations
    – Wellington Street: two properties, proposed medium/high density residential development
    – Sydenham Street West: proposed medium density residential affordable housing developing
    – White Street: industrial expansion
    – South Street West: affordable retirement residential development
  • Policy Planning Projects
    – New Site Plan Approval By-Law approved by Council on September 12, 2023

Summary of Engineering Activities

  • Creation of and updates to the new Town of Aylmer Design Guidelines Manual
  • Utilization of a new Site Plan Agreement template
  • Review and provide comments on various development applications: storm water management calculation review, low impact development review, sanitary design calculation review, water modeling review, development, roadway, and lot grading review, servicing easement requirements, private and public parking requirements, landscaping requirements, lighting requirements, AODA requirements
  • Creation to and updates to the Town of Aylmer Consolidated Linear Infrastructure Environmental Compliance Approval (CLI-ECA) program
  • Issuance and receipt of road occupancy permits
  • Respond to public concerns regarding drainage, development activities, and construction
