By-law Enforcement in the Town of Aylmer operates on a complaint-based system. If you have a concern, please complete the Town’s confidential By-Law Complaint Form. Staff review and investigate submissions which may take time depending on the situation. The Town’s approach focuses on working with residents to achieve voluntary compliance before issuing fines or taking further enforcement action.

Animal Control By-Law Enforcement
The Town of Aylmer’s Animal Control By-law helps promote responsible pet ownership and community safety. The by-law addresses concerns such as:
- dogs running at large,
- unleashed dogs,
- dog trespassing,
- persistent barking,
- dog fights,
- dog bites,
- dangerous dogs, and
- owners failing to pick up after their dogs.
The by-law also regulates the keeping of prohibited animals, limits the number of permitted animals that may be kept on a property, and sets cleanliness and licensing requirements for kennels.
Dog Licensing
The Town of Aylmer does not require dog licensing.
Dogs at Large
If you find a dog running at large, please contact Town Hall at 519-773-3164 and, if possible, safely contain the dog. The Town’s contracted Animal Control Service will pick up stray dogs during certain hours.

Setting Off Fireworks
- Fireworks can only be used on New Year’s Eve, Victoria Day, and Canada Day in Aylmer, and only between sunset and 11:00 p.m.
- Anyone under 18 years of age cannot use fireworks unless they are supervised by a parent or adult.
- Fireworks must be used safely and cannot create danger, damage, or disturb others.
- Fireworks are not allowed when there is a fire or burn ban in place.
- Fireworks cannot be set off from a vehicle.
High Hazard Fireworks Display
- Anyone who wants to hold a high hazard fireworks display in Aylmer must first get permission from the property owner and a permit signed by the Chief Fire Official.
- Permit applications must be submitted to the Aylmer Fire Department at least 45 days before the event date.
- High hazard fireworks displays are not allowed without a permit.
- Fireworks displays cannot happen if winds are over 30 km/h or if a fire ban is in place.

Sale and Storage of Fireworks
- In Aylmer, fireworks can only be sold during the 14 days before and on New Year’s Eve, Victoria Day, and Canada Day.
- Fireworks cannot be sold to anyone under 18 years old.
- Fireworks cannot be sold from a home.
- Sellers must get written approval from the Fire Chief each year before selling fireworks.
- Retailers must submit a site plan showing where fireworks will be sold.
- Stores must have at least two clear exits and aisles that are at least 1.2 metres wide.
- Fireworks must be kept at least 8 metres away from fuel dispensing areas, like propane stations.

Noise Enforcement
The Town of Aylmer’s Noise By-law helps protect residents from excessive or unnecessary noise that may disturb the peace and enjoyment of the community. The by-law regulates noises such as loud music, yelling, construction activity, power equipment, and other sounds that may create a nuisance at certain times of day. The by-law aims to balance everyday activities with the comfort and well-being of residents.

Property Standards Enforcement
Boat & Trailer Storage
The Town’s Zoning By-law restricts the storage of recreational vehicles in residential zones. Recreational vehicles are NOT permitted to be parked and /or stored in a driveway of a residential property for more than seven (7) consecutive days from May 1 to October 31, after which time the vehicle must be stored in the rear yard or within a garage or other approved structure.
Fire Code Violation Enforcement
- Overdue maintenance of fire safety systems or smoke alarms
- Blocked exits
- Missing or broken fire doors
- Severe electrical problems
- Improperly used or stored flammable liquids or gasses
- Unsafe accumulation of combustible materials
Anonymity will be maintained between the complainant and the alleged offender, except where necessary in a court of law.
Nuisance Lighting Enforcement
The Town of Aylmer’s Nuisance Lighting By-law helps reduce excessive or improperly directed lighting that may disturb neighbouring properties or create safety concerns. Property owners are responsible for ensuring outdoor lighting does not shine directly onto nearby properties, streets, or public spaces in a way that causes a nuisance. The by-law supports responsible lighting practices to help maintain a safe and comfortable community for all residents.
Recreational Fires
- Must be contained and on a noncombustible surface located 3 metres (10′) from a structure or adjacent property.
- Use only charcoal, clean dry wood, or commercially manufactured fuels designed for this purpose.
- Not to exceed 24″ wide by 24″ long, and all burning material must be less than 12″ in height.
- An extinguishing agent must be available nearby when burning.
- A responsible person must be present at all times to attend and supervise the fire.
- Fires are only permitted between sunrise and midnight.
- Smoke and/or smells must not be a nuisance to neighbours, nor should
smoke cause decreased visibility on any street or roadway.
Not permitted:
- When wind speeds exceed 20 km/hour.
- During rainy or foggy weather.
- When a smog alert has been issued.
- During a fire ban.
BBQs & Cooking Fires
- Must be in a non-combustible container or barbeque.
- May be permitted on the porch, veranda or balcony of a multi-residential building ONLY if certain conditions are met including but not limited to:
- Permission has been granted by the building owner;
- Balconies cannot be partially enclosed (on walls or ceiling) or have combustible
flooring; - Propane BBQs only. NO charcoal or wood fueled BBQs or smokers;
- BBQs must be located more than 1 metre from any opening or combustible material;
- Must use only fuels designed for the purpose of cooking food.
- Smoke and/or smells must not be a nuisance to neighbours.
- A responsible person must be present at all times to attend to the cooking fire.
Flying Lanterns
No person shall ignite, release, or use a flying lantern within the boundaries of the Town of Aylmer.

The Town of Aylmer’s Traffic and Parking By-law helps promote safe and orderly use of roads and public spaces. This by-law regulates matters such as parking restrictions, stopping and standing rules, winter parking, and other traffic-related concerns.
