Notice of Intention to Remove a Holding Symbol – AIM Park

PLEASE TAKE NOTICE that the Council of the Corporation of the Town of Aylmer intends to remove a Holding Symbol and is hereby notifying the public in accordance with Section 36(4) of the Planning Act, R.S.O. 1990, c.P.13, as amended.

AND FURTHER TAKE NOTICE that the Council of the Corporation of the Town of Aylmer will hold a hybrid (in-person and virtual) public meeting on Wednesday, September 20th, 2023, at approximately 7:00 p.m. with a public livestream available at www.aylmer.ca.

The intention to remove a Holding Symbol relates to a portion of the subject lands described as Part of Lots 81 and 82, Concession North of Talbot Road (being Parts 1, 2 and 3 on RP 11R-10711), located on the north and south sides of White Street, Aylmer. The subject lands are owned by the Town of Aylmer and are being developed as Aylmer Industrial Manufacturing (AIM) Park. A key map showing the location of the subject lands, outlined in red is attached to this notice. The subject lands are designated Employment, as shown on Schedule “A” Land Use Plan in the Town of Aylmer Official Plan and zoned Heavy Industrial Holding Zone Provision 6 (M2-h-6), as shown on Schedule ‘A’ Map 1 in the Town of Aylmer Comprehensive Zoning By-law No. 57-99.

The purpose and effect of removing the Holding Symbol on a portion of the lands is to enable the Town of Aylmer to receive financial funding through the Site Readiness Program by the Ministry of Economic Development, Job Creation and Trade to support the development of AIM Park.

The effect of removing the Holding Symbol, which was applied to the lands requires the following conditions to be satisfied:

  1. To ensure that development takes a form compatible with adjacent land uses, agreements shall be entered into following site plan review specifying the issues allowed for under Section 41 of the Planning Act, R.S.O. 1990, c. P.13, prior to the removal of the holding symbol; and,
  2. To ensure the orderly development of lands and the adequate provision of municipal services, the holding symbol shall not be deleted until full municipal sanitary sewer and water services are available to service the site and that sufficient servicing capacity is demonstrated to the satisfaction of the Town; and,
  3. To ensure there are no land use conflicts between industrial uses and adjacent residential land uses, the holding symbol shall not be deleted until the owner agrees to implement all noise and vibration attenuation and design mitigating measures, including separation setbacks, as recommended in applicable studies, to the satisfaction of the Town.
