Public Notice — Consideration of Council Composition Change & Procedural By-law Amendment

At its Regular Meeting on September 17, 2025, Council will consider a by-law to change the composition of Council under section 217 of the Municipal Act, 2001, and to amend Procedural By-law 07-18.
What Council is considering
Council will consider By-law 54-25 – Being a By-law to Change the Composition of the Town of Aylmer Council and Amend the Procedural By-law 07-18. In summary, the proposed by-law would:
- Set Council at seven (7) members elected at-large: one (1) Mayor and six (6) Councillors, effective for the 2026–2030 term.
- Provide that the Deputy Mayor is appointed by by-law at the first Regular Meeting in December of an election year and shall be the Councillor who received the highest number of votes (with contingencies if the appointment is declined or becomes vacant).
- Update the definitions and sections of Procedural By-law 07-18 to reflect the Deputy Mayor role and related meeting responsibilities.

Why notice is being given
Public notice is being provided in accordance with the Town’s Public Notice By-law 29-19 for both Council composition and procedural by-law changes.
How to participate
Members of the public may register with the Clerk to speak at the meeting. The meeting is open to the public and can be watched the Town’s YouTube Channel or on Eastlink Community TV. Written comments received by 12:00 p.m. on Wednesday, September 17, 2025 will be circulated to Council as part of the public record.
