The Strategic Plan outlines the key goals and focus areas that guide the Town of Aylmer’s work throughout 2024-2027. Its purpose is to align Council and staff around shared objectives, support consistent decision-making, and ensure resources are directed toward the most important community needs. It also provides a framework for measuring progress and maintaining accountability, helping the Town stay focused on long-term outcomes while responding effectively to emerging challenges and opportunities.

Aylmer’s Asset Management Policy and Plans analyze municipal assets, such as roads, facilities and infrastructure to determine the overall state of the assets and to plan asset maintenance now and in the future.
The Community Improvement Plan (CIP) is a powerful tool which allows funds and policy initiatives toward a specifically defined project area or areas. The intent of the CIP is to encourage the rehabilitation of lands and buildings and/or the stimulation of development. Once implemented, the CIP allows Council to provide grants to assist in the rehabilitation of lands and/or buildings within a defined project area or areas in compliance with the goals and objectives of the Official Plan and Provincial Policy Statement.
The plan encourages the conservation, rehabilitation, and redevelopment of the identified Community Improvement Project Areas. The plan identifies three Community Improvement Areas including the Downtown Core, the Former Carnation Site, and the Fairgrounds/Old Arena Site in which programs of conservation, rehabilitation, or transformation may be carried out in accordance with the Planning Act.
The Parks and Recreation Master Plan provides direction for managing and developing parks and recreation facilities, planning programming for the needs of the community, and maintaining a strong parks and recreation system over time.
Elgin County and Local Municipal Partners Joint Diversity, Equity, and Inclusion Plan 2024-2026
The County of Elgin and its Local Municipal Partners (LMPs) are regulated by the Ontario Human Rights Code, the Accessibility for Ontarians with Disabilities Act, 2005, Employment Equity Act, and Ontario’s Anti-Racism Strategic Plan. The main objectivce of the plan is to enhance staff awareness and knowledge of diversity, equity, and inclusion, and how it impacts the workforce.
Elgin County and Local Municipal Partners Joint Multi-Year Accessibility Plan 2021-2026
In accordance with the Accessibility for Ontarians with Disabilities Act (AODA), the County of Elgin and its Local Municipal Partners (LMPs) have created a Joint Multi-Year Accessibility Plan. This plan acts as an accessibility road map, detailing key initiatives and progress made, as well as goals and timelines to be achieved over the 5 year period. It demonstrates the commitment made to identifying, removing, and preventing barriers for people with disabilities.
The Aylmer-Elgin-St. Thomas Community Safety and Well-Being (CSWB) Plan was created to make our communities safer, healthier, and more connected. It brings together local organizations, leaders, and residents to address complex issues that no single group can solve alone—such as housing, mental health, safety, and addiction. Rather than just reacting to problems after they occur, this plan focuses on prevention and building stronger systems of support. The CSWB Plan covers all of Elgin County, including St. Thomas, Aylmer, and surrounding municipalities. It was developed with input from over 150 community members and organizations during 2020 and 2021, using local data and feedback to set shared priorities. Now, four years later, we are reviewing the plan to celebrate progress, reflect on challenges, and plan for the future.
The Emergency Management Plan provides elected officials, personnel, and emergency response agencies with an overview of the guidelines to their expected response and responsibilities to an emergency within the Town of Aylmer.
The Parks and Beautification Standards document sets out clear guidelines for the planning, development, maintenance, and enhancement of public parks and landscaped areas within the Town of Aylmer. Its purpose is to ensure consistency, safety, accessibility, and aesthetic quality across all green spaces, while supporting environmental sustainability and community enjoyment. The document also helps guide decision-making for staff, contractors, and developers so that parks and public spaces are attractive, functional, and aligned with the Town’s overall vision and standards.
